is it possible to /cityban someone without them being present?

how about cityban an entire guild?

they have to be present and you can not ban an entire guild. And you have to select the person that you are banning by clickin on them, then issuing the city ban. This does not stop them from coming to your city, just means they can use the cloning center or the shuttleport. No great powers there, just more of an inconvience for the banned player.
