OK. After looking over all of the posts here and the Dev's guide I'm still at a loss on one issue. How many gardens can we have in a city at one time? I know Statues, lights and fountains are 10 per rank but I'm not sure if these count against that limit...

i think gardens count as a civic structure, but i am not sure i would like this confirmed.

Yeah, it seem they count as civic structures but im not sure bout the cap on em. iv put down atleast 10 at any one time in our city so i think there might b no cap.

Civic buildings cap at 1+(rank* 6) ... so for example a rank 3 town can have 19 civic buildings.
Now when you fall down a rank and have more civic buildings than your new cap would allow you to have those buildings/gardens won't just disapear, they will stay there, but you will be fined 75k per building over your new cap every week.

So the gardens are in fact NOT counted as decoration then? Interesting. Looks like a Metropolis would be able to be done up quite nicely...

Gardens everywhere, but hardly not streetlights. 10 per city rank is not very much. I really hope we would get 2-3 times more. Oops, went a little bit offtopic...

yeah, a metro might be able to be done up quite nicely... if gardens weren't so expensive in city maint.... or has something changed and I missed it?
