Politician Archive

I've had this idea for quite some time. Basically it goes like this:

The Crime Lord is exactly like a Politician, and to everyone else he is viewed as a Politician, except that all of the structures that he places are fronts for illegitimate business, the proceeds for which go into his own pocket. The money is laundered through the city, and as a result gets a discount on "Construction" as it were. Until someone catches him in a lie, or in a scam, in which case he gets a TEF flag allowing for the local Militia to raid him and preventing him from lying or stealing for one hour. Unless of course he's bribed them, in which case he just has to ride it out, say he didn't inhale, hide the body of Vince Foster, and go covert again.

This is a joke, right?
