Can someone fully explain the new zoning rights ability ?

I have heard its an on/off switch for allowing people to place houses down in a designated area. If thats the case couldnt you just assign residential space in the spot you want a new house to be placed, then place thehouse for the citizen, transfer and by doing this you keep the city planned and as you want it.

So basically you have a no building zone in the entire city, until someone says "hey can I place something" - you say "sure let me zone it for you" - then you place it (or show them where to place) and that spot is taken up. Repeat this and your city is planned as you like ?

Or is that totally not how zoning works ?

I'm hoping it works something like this. I'm planning to restrict all building for 5 weeks while we get the city center layout the way we want it.

ummm...kinda.

To the best of my knowledge this is how it works:

If you enact zoneing rights, a person that wishes to build inside your city area will have to either be granted building rights by either the mayor or a member of the militia. Once the person has been granted building rights, the person has 24 hours in which he/she can place down buildings anywhere they wish.
