i read that when you are elected Mayor you take control of the five lots that the City Hall uses So before i won the election i had 6 lots just to be on the safe side because i also read that not having the required lots will destroy the City Hall and i don't want that happening. Well i won the election
and when the City hall was transferred to me i noticed i still have those six lots available and continued to have those lots for two more cycles before i resigned. Now is that a bug?
Please Help me thanks

Umm....city halls do not take lots. Perhaps you were thinking of guild halls, which do take five lots.

You must be reading them blindly... Here look at this part taken from FAQ (link is stickied here):
"...
Q: What is the difference between Civic Structures and Commercial Structures?
A: Civic Structures are city buildings that can be placed by the mayor only and take no lots. City Halls, Gardens, Garages, Banks, Cloning Facilities, Shuttleports, terminals and decorations are Civic Structures; the city rank and Politician skills determine how many/when a structure can be placed and all maintenance costs come from the city treasury. Only the current Mayor has admin to these structures.
Commercial Structures are player-placed structures that work the same as any player structure. These structures require a player to be of a certain skill in order to place the structure, but will remain if a player drops the required skill. They can only be transferred to players who have the required skill. A Cantina requires a Master Musician, a Master Dancer or a Master Chef to place and takes 5 lots (holds 400 items). A Hospital requires a MasterDoctor or a Master Combat Medic to place and takes 3 lots (holds 300 items). A Theater requires a Master Musician or a Master Dancer to place and takes 3 lots (holds 300 items).

Rumors...
Do you people ever read FAQs?
I notice that in this particular forum, that is the standard response. Remember that the people new to the class may have questions not covered in there, may not understand it, or might not find it in the series of links to FAQs that do become outdated over time.
I've had many questions that I couldn't find the answers to in FAQs. In other forums I'll ask, but in this one I am very hesitant about it.
