are Mayors allowed to place terminals inside private structures? limiting the usage to their citizens?
Also, it is my understanding that even if the terminals are in the public view, banned players cannot use them.
So, I think that your question was answered (ie no) but the overall issue is that, as currently designed, all city structures and items are always open to NON-BANNED players.

This was in a PA hall .. not city hall. I am not citybanned because I was able to fly in and out of the city. But I could not get to the Mission terminal because it was on the roof of a PRIVATE PA hall.

I placed a BH terminal on a GH roof just a couple days ago.
City hall or cloner would be another choice. =I= want control over BHs that make a mess of things. If this is greifing on my part I have a very simple SOElike solution. No BH terminal at all!
Let =everyone= suffer.
Maybe there was just a *problem* with them falling through the roof then (we had one do that in our city when we wanted to see if you could do it). 
I had that problem with an entertainer mission terminal on the porch of a cantina. Fell right through. Had to get a CSR to dig it out (and they responded within ten minutes!).
I look forward to the day when we can have SpyNet operatives to make the BH terminals more servicable. The terminal will remain on the roof of that guild hall so that access can be controlled. A neutral city, we will not discriminate Imperial or Rebel, just... dummies!

There is no way to put a terminal inside PA hall, the terminal was set on the roof top of the PA hall, it is considered as OUTSIDE and IN CITY LIMITS.
