Other than buying a city hall deed, and trying to place it.. is there ANY way to find out if a planet can take another player city?

No, but...

=If= you find the cities are capped. Go to each of them. Check the terminal in city hall. Talk to the mayors. Find out everything you can about every city on your chosen planet.

Find out if there are cities you like that you could join. If your joining would get them a shuttle, ask for concessions (gardens, a few streetlights, the grace to design your own neighborhood).

Check the voting terminals. Are there any cities that don't show anyone running for mayor? Write to everyone on the citizens list. Ask if the city is still active. If one person... =one= person... writes back and says "No, my city is dead" then offer them a place in your new city. Have them run for mayor in the dead city (they'll win with their own one vote). When they win, go to your city site and have your ten citizens ready to declare residence. Have them /tell you the second they destroy their city hall.

Drop your hall.

Not theory. The old city's name was Greenmurk. The new Skirmish Flats. Worked -just- like that.

Good luck.
