You have to be trained in Civic Policy 1 to place a mission terminal, then use the command: /installmissionterminal. Select the terminal of your choice and there it is. Imp and Rebel terminals are granted at a higher level skill.
Also, don't be afraid to read the FAQ, for all questions like these.
