No, that was old rules. They no longer apply. If -no one- runs... your mayor stays the mayor, but gains no XP. If your mayor does -not- run, and one other person does run, and they vote for themselves and only get that one vote... they win.
Voting cycle takes three weeks, names cannot be added to the voting during the third week.
