Thread: Only 9 shuttleports on tat...and i didnt get the update!?
It's all based on the update time. It's possible that there was someone else that updated before you and got the spot, and it's also possible that the system hasn't released that open Rank 4 spot yet even though the city was destroyed.
Ok this is what happend...
Cities 1 and 2Update time 10:00PM
City3 Destroyed at 6:00 AM
My cities update time is at4 PM (That next day)
So mine was clearly the first update.
Ok well i went on did some more reasearch and saw that Before City 3 was destroyed , there were 11 SHUTTLEPORTS on tatooine , 1 was not shown on the map under the shuttleport tab. so its still not clear to me why i did not get a shuttleport. If i have to wait till another city goes down , im toast....All the left over cities are ANCIENT , 90+ Citizens.

Btw, how do you know that you were the lev 3 city with the right update time? I mean isn't it possible that someone else updated before you did?
That would seem to explain it. Somehow, the planet got 11 level 4 cities, whether through a bug or something else. Once one of the cities fell, the game saw that there were still 10 rank 4 cities and didn't let yours grow. So the planet actually had one above the cap before, and now it is at the cap. You'll probably have to wait for another city to fall (or for the player housing purge).

I found out the hard way on my server after we lost our advancement after a city dropped. To my knowledge, it is based on who has the most citizens when that spot opens up. So between the cities eligible for advancement, the city with the most citizens will get it.
My city was one of the first to be eligible, at the time we had like three level 3 on Dantooine. I traveled to all cities, checked status, etc.
Recently a city dropped, the update was given to a different city. When we became eligible for advancement, this city was a level 2 and just shy of level 3. Did another drive to all the cities and found this city that just got the update had 2 more citizens than we did.
It is very unfortunate the way the city cap is done, which city is next for advancement and the lack of information on it. Our city is does not recruit just anyone. We slowly built our city around our guild and were eligible months before this city was. Yet they get the update when there are clearly 3 other cities that were eligible before them.
So if you want to increase your chances for the next spot when it opens. Make sure you keep your citizen count higher than any other level 3 cities on your planet.
The way it is supposed to work is based on the update time. Whoever updates first, gets the spot. It doesn't matter if you've been sitting with 100 citizens or 55, it all comes down to who gets their city update cycle first. It also does not matter how long you've been capped out of advancement; there's no "waiting list" for priority.
