I have 10 citizens inmy newly formed city. This morning my 24 hour period was up and I am now offical. One of my citizens moved his house and can now not declare residency for 24 hours.

At what point will the city hall disappear? Within 24 hours or is it you need to have 10 people by the next city update?

I do have someone that can declare as a citizen if I need them to do it tonight. They were going to do it this weekend.

You have until the next city update the last I heard. If you're friend is available now I'd push that through just to get the extra vote though.

The 24 hour window is only for the first day.

After that, it checks if you meet the rank requirements every 7 days.

(Read this somewhere...) The city will do a check for number of citizens, etc., each city update (once a week). If the city meets requirements, you're gtg. If it does not, it sends an email to the mayor, and you have three days in which to meet the requirements or the city demotes a rank. If the demoted rank does not support your shuttle port (or whatever structure), that structure is either disabled or destroyed (could never figure out which from the forums and don't recall any firm response).
