I know a player must place a house "inside" the city limit and declared residence. The problem I have isthe terrain made such that I had to place the city hall at the limit of an outpost suchthat a number of houses are sitting on the border of our city limit; eg, when you enter their door, you're still outside the city limit. As you walk into the back, you're inside the city limit.

The structure is counted as being inside. The owners received emails stating their houses are inside the city limit. Yet, the city citizen report doesn't show them as citizen.

Any idea on how they can become citizens? Is their only option to relocate the house?

What would happen if our city drift and those houses which were inside now become outside? Would I lose these citizens?

just relocate the house less headache involved.
