It shouldn't have to be crafted, it shouldn't cost any additional city upkeep. I just want to have a certain amount of pavement based on city rank to place within my city. Until then every player city just looks like tumbleweedville.

I could not agree with you more. It would be wonderful to be able to set up roads and make the city have a more city like look. Even if it was just a dirt path or something depending on the planet. Cut grass who knows. Just to make it look more professional.
