If a merchant drops a tent in your town and then /transferstructure it to someone else that is not a merchant can they use the tent to declare residence and become a citizen or will it destroy itself?

You can't transfer it to anyone who doesn't have efficiency four (merchant).

If a merchant Had efficiency 4 but then dropped it, can they still keep the tent?

Or does it poof?

If you have Efficiency 4, then drop it, the tent will remain.
