It won't level the land at all and it won't get rid of radial flora. Our city hall sits on the plains of Naboo, and right in front of it, between the 2 pillars, are a bunch of trees which are native to that area.
I'm assuming any rocks that are there will remain there also if on a rocky planet like Tatooine or Lok. And if it's hilly, the ground won't flatten out at all.

So...as another pending Mayor...
...does the placing of a City Hall ease the placement requirements of buildings at all? Or are you still bound by the same terrain issues that you are when building any other structure? The reason I ask is I've seen some buildings placed in surprising places, yet haven't always had the best luck when placing my own buildings.
Any information would be appreciated.

Unfortunately, no, the city hall doesn't affect terrain at all for your city. If you are able to put your CH on a hill, and that's the only spot for 150m around, you'd better look for another hall to purchase in 24 hrs.
There was some talk about eliminating radial flora around a CH for X meters in every direction, to enhance the feeling of border demarcation of the city, but it's unsure if that will be implemented.
As far as my forum title goes, I won a contest in the Game Guides forum. I got the title TMID, but anyone who submits a screenshot of a home or building they have decorated, that rates the weekly GarVA Galactic Home Show, gains the title of "Interior Decorator". Good luck!

Thanks for the answers, Laeren. We've found a number of promising sites, but for that one damn little hill or puddle right in the middle.
I'd love to see the flora pushed to the borders, or a "cleared" texture that was layed out to the borders of every building within city limits...but I guess we can't expect too much until after JTL.
Thanks again.

completely true - Our city has a number of interesting rocks strewn about the place.
I seem to remember a Dev once saying that landscape altering would put far too much strain on the servers.

that's pretty much what the devs told us at fanfest... they said something similar to that when land is "flattened" it is dynamically rendered every time something happens from the default height, therefore it would be awful laggy and hell for the servers.

That's one of the many concerns with placing your city,I suppose, locating a spot that not only fits you many other criteria (How far will folks have to travel before you get a Shuttleport? Will people come into your town while travelling on land? Will your city have factional bases? Do good resources spawn nearby often? How visually pleasant is the area?) Depending on what your answers were for such questions, you may have a lot of searching to do to find an ideal location, one that fits all of your criteria and is also flat and relatively obstacle free, and nosuch area might even exist that isn't already taken.

All that, plus the worry of discovering someone else hasstarted anOutpost within 1000m of your great site.
In the six hours between one of my pending citizens finding an ideal spot and my jumping on to survey, we had a City Hall and 10 buildings appear out of nowhere. Amazing...
It's tough finding good real estate out there...
