The Mayor's faction determines the City's alignment. You do not need a base.
For example: Rebel Mayor places a garden. Turn on your overhead map, and you will see that the garden is identified as Rebel. Imperial Mayor places a garden. Turn on your overhead map, and you will see that the garden is identified as Imperial.
As a Mayor, you can place both Imperial and Rebel mission terminals (at your proper skill level and city rank).
Usually, it is a player who places a base, not a Mayor. You can even have players place both faction bases, for a delightful twist of things ![]()
Also be aware that if you are factionally aligned when you place a cloner anyone of your faction will clone there and stay overt. This is another thing that sorta makes PC's factioned, however there is no official rebel or imperial towns just player considered ones.
For instance there are several imperial strongholds on my server (and rebel hideouts) because all the citizens are imps, there are several minefields and bases, covert scanners make it hell to leave/enter, and fi you are a known rebel (imperial) you'll get /citybanned on sight. If a member of the opposite faction entered it he would basically be either dead or be raking in FP from killing a lot of people. Now it isn't officially imp/reb, but I don't think I'd really be heading to the "imperial" ones without a group and a purpose.![]()

one of the things I did after a few confused people was to redeed the cloning center. not many people knew that our ex-mayor is imp, so i "reset" it to neutral.
So, are you saying a mayor can place a base with no lot cost to the mayor? This would be great.
