I think there is no need to become mayor in a already placed city, u willloose the grant zone rights and the taxes manage, but u can by pass this asking the previus mayor to do this and putting more ppl in the militia whose can grant zone rights to ppl.

this is correct... but it will be a pain not being able to place anything at all... if you can you should just get nov politician... beat him in the election... and then quit nov politician when you're the new mayor... that way you have the skills... its a bug but it works

You need to become a Novice Politician to run for the office of Mayor (ie; to place your name on the ballot). Novice Politician costs 15 skill points and 500apprenticeship points to get, so you must be committed to running against the incumbent Mayor.
A couple of other things you should note. The way the game is designed, the incumbent (ie; current) Mayor will automatically get the vote of any resident who does not vote for you. If you are planning on running for the office, make sure that you have convassed enough residents and make sure that the continue to vote for you at least once a week until you get elected.
Once you become Mayor, you will need some of the skills in the Politician profession to be able to do the mayoral tasks. For example, Novice Politician allows you to grant zoning rights, Martial Policy 1 is required to work with the militia (add and remove militia members), placing and changing NPC trainers is a skill you get with Civic 2, etc. Allakhazam has a good breakdown of the skills you attain with each skill box in the Politician Tree.
The skills you keep will I guess be determined by the needs of the city and its residents. Some cities are nice and stable and require a minimum of management on your part, others requre constant maintenance.
But remember, if you do drop Novice Politician and then decide to pick it up again, you will need to spend another 500 apprenticeship points to get the Novice skill back again.
Good luck with your endeavours.
