Thread: Need help understanding registered citizens....

We have been putting together a city on Lok, and had twelve people build their homes and declare residence. However, when we placed the city hall, I received a message that only one of them is being counted as a citizen automatically and is on the tool. A minute later, another placed a house, and was quickly counted as a citizen. Do the other players have to log onagain before being counted? One of them was there at the placement. Their house is next to the city hall, but has not been counted among the citizens, even though they checked declaration twice.

Aside from that one house next to the City Hall, at what distance are the houses from the City Hall?
The houses must be within the radius of the new city to be counted and it could be that they are mostly laying outside of the city boundaries (probably telling you to suck eggs at this stage but you never know what others know).
Another good check is to compare the number of structures in the city to the number of houses you consider you should have (also taking into account other structures like banks, mission terminals etc). If the numbers don't add up, then I'd say the some of the houses are out of the city zone (at Outpost the zone is very small) or a bug is preventing them from being counted.
An alternative is to have everyone redeclare their residency (you shouldn't have to redeed the houses) and see what effect this has. Short of that - moving the houses around may be your only option.
In any event, CSR it and see what happens - it sounds like a bug to me on the info you have provided.

Thanks Stuman. Most of the houses are easily within range. One was 3m out - still counted as a structure, but not a citizen. One replanted their house and redeclared and was finally counted. Still trying to figure out why the rest of them that are in the city limits are not counting. All structures are counted, just not the declared residents.

There has been a bit of talk recently about players dropping City Halls in amongst groups of established house and creating a larger city be default (and raising the ire of everyone concerned if most of the postings on this subject are anything to go by). I wonder though if they didnt slip a small change into the system with the latest series of patches that changed this behaviour?
Pappi -could you see if you can get a confirmation from the devs or TH about this. I haven't heard of too many cities being created from scratch since Pub 9, so it may not of been noticed if such a change had been made. 
Be nice if it had though, would stop lots of the griefing going on at the moment.

Thats ok Pappi - what I was wondering was this.
The way its always worked is that if you take a City Hall and drop it amongst a group of houses, any players who have declared residence in those house automatically become citizens of that city. What I was wondering was whether this had been changed at all in Pub 9, so that if you go and drop a City Hall into a group of houses (post Pub 9), that the residents of those houses are now NOT automatically included in the city unless they choose toundeclare/redeclare or redeed/place their house.
Just curious as I have now heard one other similar example on Valcyn. Could just be coincidence (more than likely), but handy to know.

Okay. What our problem was, is no one knew that those who lived in the area and had declared would not be registered as a citizen until they stepped into their houses again. One by one, every one of our citizens became registered by the city hall when they entered their homes, which is rediculous. This wasn't made clear in any easy access form of information. Unless the player knows this also and declares residence somewhere else first, they will still be counted as a citizen whether they want to or not the next time they enter the house - if it's to take down the house, or drop something off.
This just makes it a little harder for smaller outposts to get up and running. We had fourteen residents that had moved to the spot and declared residence so we would be safe when the hall was placed. We had planned ahead to prevent any problems since everyone is on at different times, and no one couldgaurantee at least 10 would log on to place a house within the 24hour period. So, we placed thehall and only one person was automatically registered aside from the mayor(because she was afk in her house). We spent a few hours trying to figure out why everyone else was not counted, and then had to scramble like crazy when we figured it out to get extra citizens... whichwasa littlerougher than usual, considering we are an all twi'lek city.

Yeah, this nice surprise cost us our city hall. One short and ten minutes away when I received the bad news mail. We had more than enough placed and declared, but not enough online within 24 hours to return home and register with the new town hall by... walking into their houses.
When asked about this surprising change, CSR BeverlY just said:"We know this is important to you, but there is nothing we can do about it. Good luck finding more citizens in time."
Um... was that supposed to be comforting?
