I just saved up xp for 5 weeks, so I could learn fiscal policy 4 for my guild's city, and I just got it a half hour ago, just to find out you have to be rank 3 for a specialization, and we're 12 citizens away from it....

why are you a idiot? you have it now, and as soon as you get the needed citizens, you will be all set. unless you wanted to go the garden route . either way yoiu will be getting xp at a steady flow. so its no biggie
