ok... i am trying to make a PVP ring out of either medium generics or medium naboo (due to the wall-to-wall stacking ability). the problem? i dont have nearly enough lots to place that many houses as i need.
i was thinking... could i
1) place a city hall and become the mayor
2) place lots of houses as the mayor without a deduction from my lot count
3) delete the city hall, replace it a little ways away and keep building houses until the pvp ring is complete
will this work? can i place houses as a mayor in my town without a deduction from my lot count, and will the houses stay even after the town hall is gone?
please help me on this

Fotunatly no - you can place houses but they will count on your lots, of course.

how, then, do these mayors place a bunch of houses for new players and then do the /transferstructure ? it would mean they would be deducted in the first place
i was told that you can place whatever you want in your city limits no lot deduction
does anyone know the lot costs on all mediums?

Mediums cost 2 lots ...
And yes, a mayor, that uses /transfers needs to have the amount of lots free if he places a house for citizens ...
Only "civic buildings" don't take up lots ... which are city hall, bank, garage, clone center and shuttle port ... everything else always takes up lots.
And there's a reason the devs put in a 10 lot barrier ... trying to get around it sounds pretty much like exploiting the system

You just need to find some people who are willing to help you and have them place their houses around the arena you're building.
