HI
Firstly let me say that the ability to put a bounty hunter terminal in your city is pointless as you cannot recruit an informer. Since the informers are in NPC cities it makes no sense having bounty hunter terminals any place else. So my suggestion is that we should be able to recruit an informer. make it as part of the terminals allocation.
My reasononing is that with the new jedi revamp and the jedi PvP. It makes sense to have both in PC cities for bounty hunters as this fits in with the recent and planned updates.
I know the next bit has been debated, Sorry if it is a bit disjointed I am still working this out in my head.
Secondly let me say I am against PC cities having a Starport like the NPC cities with a regular starship/Shuttle service to other planets, this makes the shuttleport redundant and is the sort of thing only a major city would have. The NPC Starport / PC City Shuttleport is like in RL having a major international airport and minor cities having an airport with connecting flights. On the other hand with light speed coming out later this year I would like to suggest that they add a new structure to PC cities. That of (not sure of a bdecent name for it) lets call it a city lauch site. The idea is that it is a place where PCs can call and repair there ships, with the option of usage taxs repair tax like garages and a launch tax. I was thinking the same level(4) as the shuttleport. This fitted in with the above option gives a good PC City base for bounty hunters to operate out of, saves them camping in NPC Cities. Also it fits in with RL examples and the city plan as although many cities do not have major airports. many have small airports where private planes can leave from.

1) agree
2) disagree - although having a limitation on starports is reasonable, with the cap on cities many planets are severely limited on their accessibility... case in point Lok where my city is based... the developers forcing many groups to migrate to remote planets means that they should provide for better means of transportation... ie. lok has one starport... someone travelling from dantooine would take a long long time by flight... the reality is that although PCs have removed people from the primary cities to a degree... the 90% fail rate of PCs is due largely to the lack of accessibility... starports are a necessity to make the system work...
additionally i think the removal of players away from npc cities has been a benefit as it has spread out content and reduced lag significantly when entering these cities... while perhaps on some servers it has had a negative impact... player driven content has a much longer lasting value then developer driven content... but thats a philosophical standpoint i suppose...

Frankly master shipwrights should have the ability to place Starports/ Landing pads in cities of metropolis size.
