Hey there guys.

My name is Allbeef Franks and I am the Mayor of Kor Vea, Corellia, on the Bloodfin server. I have a couple of questions that weren't really spelled out well in either the FAQ or the Advanced Guide to Player Cities, but first some background.

Our City reached the requisite number of people for Level 4 status last week before our Civic update. However, there were already 10 level 4 or higher present on Corellia, so our City Advancement has been capped at level 3. Last night, a level 4 city lost several citizens just prior to its update, and dropped to level 3. Kor Vea's update is in only a couple of hours, and we still have the people to advance to rank four. I am curious to if we actually will get to advance to level four for several reasons.

One is that the city that dropped a level still has its shuttleport, and I am able to shuttle in and out at will.

A quote from the Advanced Guide to Player Cities:

"If the city is demoted the city radius decreases. Any civic structures, terminals, trainers, or decorations outside of the new city radius are DESTROYED. The mayor is notified of this happening. If a civic structure inside the new radius can't be supported by the current rank (for example, a shuttleport requires rank 4), that structure is marked as "invalid" and the mayor is notified that it is endangered. A week later, at the next city update, if the radius has increased to the required level, all structures that are still invalid are destroyed."

It seems likely that it is a typo in the last sentence, and what is meant is that if the city has NOT increased to the required level, the invalid structures will be destroyed. This is where my question comes in. At this point, does the city have a placeholder kept for it in the 10 allowed Level 4 cities for week in order to regain the number of citizens, or will my city be allowed to advance to Level four since we meet the requirements and the spot has been "freed" by this other city dropping in rank last night.

Either way, I guess we will find out in a few hours, as our civic update occurs very shortly.
