I'm the mayor of a city, if I get voted out, will everything stay the same? (ie taxes, city specilization, etc.)

If you're the mayor of a city - you would alreadyknow that the mayor can set the taxes, shuttleport and garage to whatever a mayor wants - so - if the new mayor keeps them the same - then yes.
If the new mayor is only a Novice Politician, all structures will remain (bank, clone etc..) as long as they ARE NOT lifted or changed.
I'm not sure about the "Improved Job Market" but I would guess, what is in place - remains.

Everything stays (even specialisations), and the new incumbent can't change anything until they getthe required skills - which for most cities is after a couple of months owing to the completely borked way xp is doled out.

Ok, I tried running a search on this but no luck, so sorry if its already been asked. What happens if a mayor drops his skills and there's no one else to run against him? Does the city (and all the buildings) poof? does he remain mayor? is there some kind of grace period? I'm hoping theres some kind of grace period so we can find another mayor before ours drops politician.

Make absolutly no difference.
The only way a Mayor can leave the job is to remove the City Hall (drastic, but it has been done) or get voted out.
That's it.
Dropping the skills and moving to a different city won't do anything, as he'll still be the Mayor (and as a result, a resident) of the other city.
Deleting the character or the account doesn't even help.
