ok i dun remember where i read the post but someone somewhere had the idea that all citys above outpost should be abile to place shuttles. i agree with this mayself i think we should implment starports for the bigger citys. i also think the limit on taxes to citys lvl 2 or higher is nuts i mean comeon i run a city on lok that well simply put we dont wanna take too many people too fast due to as a guild we did it before and ended up with some shady ass peeps. so basicly we dun wanna allow people we dont know fairly well to populate our city, should this keep us from raiseing taxes so our city can if not pay for itself at least lessen the burrden on those of us paying for the city. for that matter should it really hinder our travle as well?

If you want to have a city, no matter what level you will have to pay for them somehow. You do not have to tax the citizens if you wish but you still need to pay the maintenance somehow. Sorry buddy on that but that is the way the world works. In RL and ingame.

Never is an awfully long time...I wouldn't doubt that in fact some point in the future cities below level 4 will in fact get shuttleports and the largest cities (perhaps even a new level) will also get starports.
