Whether by players or by NPCs, it will still cause the same problems.
And, fine, the world isn't fair. But does that mean we should make it unfair? You can't just tell one city that they can do one thing and another something different.
Also, I'm not even sure something like that would be possible and/or worth the effort.
as for your proposal, I think it would be much better received by the devs if it isn't associated with citywarn. the old one is definitely not coming back, and it might turn them off on the idea if they see the name. prehaps a new name?
Well the thing is, we are warning them about sticking around in town not giving them an outright ban so the name works out and this way it keeps what cities are meant to have;a way to warn delinquents and a way to ban them.A different name would work but it'd just be a synonym anyhow sono big deal over it.
Unless the NPC was a lvl 1 it would be unfair to /warn crafters. You are still forcing them into a situation they don't want to be in and they're getting 1 shotted by anything even weak to a novice marksman. The new factional system shows just how far the developers are willing to go to ensure people have control over their playstyle. You can do factional PvE or PvP or be completely without risk before it was attackable by PvP, not, or temporarily attackable beyond the revenge TEF's that where removed.

I know the technology is available to do what im about to suggest since its in another part of the game that can be expanded to player cities features.
/cityapproach : notifies the offending player that they won't be able to use city terminals. trainers, yada yada yada.
/cityexpulse : send player to x number of meters out of the city borders or to the closest NPC city (predesignated by placement of City Hall) This feature would be limited to the mayor, and have a re-use timer. I understand this could become a problem with PVP/GCW base def. but there can be safety features in place.
Honestly, kids will be kids, they will haze and grief people if they really want to, and without ruining the fundamentals of the game thier is no way to stop them. If you can't do it in real life, you can't do it in a digital life... there really is no option that you can do that won't create more griefing.. IE Fineing the offender could be easily abused; evidently, the idea of /warn was abused that's why we lost it. Griefers and Hazers need an audience, aslong as they aren't breaking things, they'll get tired. We all have better things to do than be an audience... /bann and walk away...or go man a turrent and see if it'll reach em ![]()
