Okay, say someone is banned from your city for causing trouble, so they decide to place a house just outside the city limits. The city grows, and the house becomes apart of the city. Could that person declare residence even though they are banned?

And they would recieve all rights as an ordinary citizen, though never being city pardoned, I presume?

Hopefully the house is just past the extra 50m radius we will be advancing towards.

Yes, they would. You cannot ban a citizen, so the ban would be removed.
