You have a house in a city and the mayor increases the taxes to 50% and reimburses the expenses to everyone in his/her guild but no one else to drive them out?

that probably wouldn't be considered griefing by a CSR, since folks have the options to vote this mayor out. grant that the guild might have enough people to outvote any attempt to overrun the old mayor, but the option is there.

No, however it is definitely in bad taste. Realize this though, he's paying it all out of his pocket. You can only take out 50k a day from the treasurey. Unless he's richer than hell (lots of people are sadly) it won't last forever.
