I had the same problem, couldn't initialize any vendor for one day. Got the usual lack of response from CSR from the ticket I put in, but the next day I could initialize it. Very wierd to say the least.

Would these vendors be droids by any chance? If so, there's a known bug on droid vendors not initializing. Workarounds are posted throughout the Merchant forum.

If not, beats me. All my other vendors work fine in my city.
