Okay, how about the real message, duh..

One of my citizens told me they saw that mayors could move buildings in order to line them up into neater streets. I can't find this anywhere, has anyone seen anything about this?

I wish lol this isnt in the game as far as I can tell. It would have made my life a lot easier if it was. Having this as an 'option' that citizens can set would be awesome.

.....if they placed them and they are in their lot-count.

No a mayor cannot arbitrarily rearrange housing .....yet.

I've found it's best to try and place all small/medium houses personally. Then go inside and /transferstructure. That way things are lined up like I want the first time. Only problem is it's slows growing slightly and it can get to be a pain sometimes.
