As a city advances beyond Tier 4 other benefits should accrue. One such benefit could be the addition of the Guild Halls. Similar to the Halls found in most major cities, Guild Halls would replace inividual trainers with the addition of the following buildings: Commercial, Combat, University and Theater. These structures would have multiple trainers with a fixed cost as opposed to individual trainers and costs.
