Can a cantina (which was placed by a master musician) be transferred to a non-master musician/dancer/chef. Or can the original owner drop their skills as Master Musician/Dancer/Chef?

I'm pretty sure you cant transfer the cantina to a non-master.

I dont know about dropping your skills though.

The own can drop his skills (but this might be fixed sometime as might be the dropable Merchant Skills)

You can't /transfer to somebody without the skills
