Yes, or if that's not possible, what if he gives up his skills while another candidate is running?

I realize that the mayor cannot drop out of the race in a friendly succession. But what if the mayor no longer wants to run the town and moves away, and even wants to give up his politician skills - can the mayor in that situation effectively "hand over" his title to another by giving up skills and/or redeclaring residency outside city limits - without a majority vote for the new candidate... OR will the town be lost?
