And don't just allow a tax on structures that aren't a primary residence - the check needs to simply be whether or not the owner is a citizen, so that people with secondary structures in addition to their main house aren't penalized as well.
We need a way to tax people at different levels based on whether they're a citizen or not. Deadbeat structures need to be taxable so that their owner provides their fair share of support to the city without penalizing the citizens.
Here is the way to sort it out.
if they are havesters, it will tell you who the owner is.
You send a polite! email saying your structure is in my City. Please move it or if you like become a citizen you be very welcomed.
9/10 that works. If not just wait in 2 weeks they will move it as they shift them.
If they are houses don't panic if they arnt citizens you still can place property tax, The structure is city ground there for legal to Tax it.

even if they are not residents of the city, any structure that they own within the city, be it house, factory, extractor, faction base etc is subject to property tax. if they have a vender, then they are also subject to the sales tax (those that buy from the vender are at least)..
the one you can not hit them with is income tax. only residents pay this one.
Offering a way to tax non-citizen property would be an easy way to:
1) encourage those people to declare residence (encouraging city participation is a good thing)
2) provide a source of income from those who are taking advantage of the city while giving absolutely nothing in return (tax-free cities are not that uncommon, and all that's usually asked in return is citizenship; this would allow them to choose non-citizenship, but balance that with supporting the city in other means).
Tools. Not nerfs. This would be a very helpful addition to the mayor's abilities.
Agree totally that mayors should be able to target individual structures and set an individual tax - but I guess it would be tricky to code and therefore an optimistic request.
We're in the same boat in that we want to "encourage" a few structures to move but don't want to place a city-wide tax.
