hi i was woundering if there is any way to tell if i can drop a city hall on a planet with out having to get polition waste 500 app points and then find out that i cant drop one please help

Not that I know of.

You could always just ask. A lot of people try and stay in contact with other mayors on their world if not others so people may just know offhand if there are enough cities or not. I don't have too many conections yet but I do know a few mayors of a few towns on Corellia and would gladly help anyone like this.
