9 ppl + you = 10 and always 10.

You should try the Knowledge Base, it's got lots of info if you do a search for "Player Cities"

Yes, if it drops below - you lose City Hall - and you also CAN'T redeed a City Hall.

If it were me, I'd have 9 ppl that are online and ready to back me up before I place one.

You have 24 hours from when you placed the City Hall to having 9 other character declare residency within your city boundaries.

If at the end of that 24 hours you don't have a total of 10 or more citizens (you automatically count, and the City Hall is your residence) the city hall goes poof!

We can't stress this enough. BE PREPARED!

Have not only your City Hall read to go, but line up the 9 citizens you need in advance. Make sure they have houses. make sure they are the right houses for the city you are building on. Have a few extra houses should there be a problem. You only have one day to get this done and people are not always on exactly when you need them so get as much organization as you can before risking placing the Hall.

Choose the location of the Hall wisely because it can't be undone once you place it without loosing it. If you want to have a city plan think about it in advance (My plan was more along the lines of get this thing placed before I lose my spot and we've paid for that ever since with hardships and obstacles)

If it were me, I would find an area suitable to however large you want your city to be.spot where it can be placed... figure out where you want the city hall placed in that area, then open the deed to place it, but cancel after you find a spot where it will actually turn green for you. don't actually build it yet...thenset some waypoints at the four corners of the placement area. (this will take some trial and error) then use a little math to determine your starting city radius and place waypoints to outline the area. this will let you plan your city... streets, etc... and take all the time you need to make sure all the citizens have polaced their houses. once you have the 9 houses set up exactly where you want them, then you can place your city hall whenever you can get the folks all on to declare residence within 24 hours. you may want to shoot for 12 people incase something goes screwy tho hehe.

now i don't know if someone has declare residence in a house, and then you place the city around that house if they will have to re-declare for the city to count them. so you might want to have everyone declare, then wait 24 hours to place the city hall so that everyone can re-declare residency if they have to... it would really suck to have that timer screw you up hehe...

I had done all of this, and it worked really well... until another city was placed a few minutes before i was ready to place ours... made me scrap the whole deal. but this was back in the city placement rush, so I had to run around and just place it anywhere so......
