Im in a small player city that is trying to survive, recently 3 players that controlled 7 of our citizens including our mayor left the game. We have a small number of regular active players left but so many have quit in addtion to the ones mentioned, currrently the incumbent mayor is winning every election by default. I have a couple questions Im hoping someone can answer.
1. what will happen to the city (hall) when the mayors account goes inactive ?
2. if another player is registered in mayor race and has at least some votes when the mayors account goes inactive will they become mayor ?
Thanks in advance for any advice you can offer.

You may have problems.
You need at least 10 citizens when the city update comes around.
If the players have cancelled their accounts then you should be fine for a while as the characters still exist, but their houses will eventually degrade and disapear, and then they will no longer be citizens.
If the players have deleted the characters and cancelled the accounts (important distinction) then the characters no longer exist, and won't count when the next update occurs.
Except for the Mayor. The Mayor remains the Mayor (even if the character is deleted) until he is voted out by someone else getting more votes than him in the election (which occurs at the same time as the city update).
Which means that if you only have ten citizens (the bare minimum) and seven of those citizens have left, you need to get a minimum of 6 votes out of 3 people! Not that likely.
The only way to salvage this (with out the city going boom) is to get a lot more citizens and get everyone to vote for the new Mayor. You do have zoning rights I hope?

One of the hardest things about voting out an MIA mayor is getting your citizens together to do it. In Arcadia, our Mayor had been MIA for 3+ weeks. There was no one in town who spoke up for keeping her in office. Yet out of 40 citizens, only 23 logged in to vote.
In your situation, I would say you may want to minimize your losses and move on. With a city that barely has 10 people in it to start with, your efforts would probably be better directed to taking all interested parties and just starting over.

I have become themayor of our city because the previous mayor left.
I dont recall the exact number of cits we had at the time(over 55 as we had a shuttleport) and he old mayor haddisabled the zoning and left the city INTACT with all the structures (City Hall, clone, cantina - 'cept the Med Center was removed).
Eventually, with the number of cits that also left and after the 6 week period of inactivety (which removed some from the cit list), the city ended up with about 35 cits and losing the shuttleport.
Option A - let the town die....we'll I didn't opt for that since I cared for the town and it's cits and I thought I'd stand a better chance at becomming a mayor (with 35) then beginning a city from scratch (10).
OptionB - become mayor myself, contact every single cit remaining on the cit list to vote, ask thoses who were on the citizenship that had left to come back and revoke their residence and OFF I WENT - INTO THE POLITICIAN PROFESSION and RECRUITING.
Well, it took awhile (month or two) to eventually get the votes.
To answer you questions:
1. OVERALL, nothing happens to your city - if the mayor left you the city hall in place ,other than:
- if there are less then 10 cits - your gonna lose your city hall, whaterever is inside of it and whatever is in the treasury
- if there's sufficient money in treasury
- if there are civic structures outside the city limits if a city decrease in cap and radius - they will be lost.
2. THERE IS ONLY ONE WAY TO BECOME MAYOR
51% of citizens must elect you. No other way around it.

Whew ok well mostly this is all good news, we actually have 27 citiznes listed on the roster, but only about 10 have responded to my request to vote, so we are still greatly outnumbered. After time passes hopefully all the inactive folks will clear off, Im glad to hear our hall wont poof in the mean time. Couple morequestions though :
1. Im the last remaining active milita, so at least I can give built rights to any new and current citizens, however Ive never been able to give build right to myself, is there some trick to this ? is it a bug or intended to be this way ?
2. Can I somehow add militia ? or is that a mayor function only ?

Ugh bad news on the 6 week thing no longer working
although it sounds like the only downside to all this so far is I cannot add people to the militia and I cannot /grant buildrights to myself, even though I can to others ?Ivetried targeting myself ect but it wont work. You cannot use the /grant command on yourself ?

No, you cannot and never will be able to grant yourself zoning rights as a militia member. It's not possible to. I'm in a similiar situation as you, our mayor has left the game for CoH and I am the only qualified citizen left to take over. Recruit, recruit, recruit! You can add votes to yourself without having to worry about the inactives.. recruit enough to get a majority and your mayor! Try offering free houses and maybe some money to new players.. they are usually more than happy to plant a house somewhere if it means something for them. I hope your city makes it, once your mayor you won't need zoning rights

I woudn't HOLD MY BREATH that the 6 weeks of inactivity works. You may have to personally request it, although it says it's still in effect according to Knowledge Base and the Holocron.A few nights of spamming and giving all your cash away will help....lol

I'm in the same boat as you. Our mayor went awol over 2 months ago. Since then, we lost about 20 people...some vanished because houses were lost (dead account) and some moved to a new city.
Since then, we have managed to keep our population around 50. We have a great set of recruiters and a very strong guild supporting the city but we haven't been able to get around the mayor to replace him.
Our problem is with people who are listed as citizens in town and are now citizens on another planet...but they still support the mayor in our town.
Plus we have at least one deleted character supporting the mayor.
I think we are going to be able to make the push in the next 2 weeks to oust our mia mayor but it would help if the duel and ghost citizens were removed.

We have a very similar problem. The big difference with us is that the mayor in our town dropped all her mayorial skills and didn't bother to make any of us militia so we could place/invite new residents.

as much as the cross server cities are hated, this may be a quick fix to your problem... if you have the houses available, you could temporarilly add however many citizens you need to vote for your choice as mayor, then have them tear down the houses once you are in. of course recruiting real citizens would be better, but if you are having trouble with that (especially with everyone quitting lately) this would speed up the process.

Ummm, you do know what it means that we have no militia? We have no ability to place the houses for anybody to help us with the vote. The last mayor left and dropped all her mayorial skills without granting any of us militia powers.
