I know I need 10 declared houses in order for the City Hall to stay up an running for the 24 hour period. Here's my questions:
-Instead of getting 10 players to place a total of 10 declared residences (houses) within 24 hours, can I just take maybe a couple of days, have everyone place down their houses to reach the 10 house requirement and then place down the City Hall?
-What do City Militia do?

you can do that if you can get those 10 people to come online within 24 hrs of you placing the city hall and declare residence one way or another.
city militia can ban non-citizens and grant zoning rights to others. they can't grant zoning rights to themselves... don't ask me why O.o

Someone told me there was a way to put a 30 second count-down warning for non citizens and if they did not get out of the city a TEF would be given to them and citizens or militia could attack them. Is that true?

One last question. After I have 10 houses that are declared residences and the 24 hour wait is over and the City Hall did not disappear. Can those people re-deed their houses where I would only have maybe 4 declared houses left and the City Hall would still remain as is? Cause some people might want to change the area of their house.

This was removed from the game. Players were griefed with this method. There are Legends that some kind of revamped cityban will return someday, but i am sure you will see a server with 100% jedi population before you'll see a revamped /cityban command.

I think they did that as a sort of Checks and balances figuring if you had to get permission to drop something it wouldn't be so crazy maybe.

You always...always.....and always need 10 registered cits before a city update or you will lose your City Hall.
Also, you can't ever re-deed it.....
The Knowledge Base has lots of info on Player Cities that may answer many of your questions.

Thats not a problem, but beware. If you do not have at least 10 by the city update, your city hall will *poof*. Before allowing people to redeed, check the city management terminal. Find out when the next update is. Personally, I would make sure everyone is happy where they are, rather than moving them. Wait until you have 15 or so before you start redeeding homes. I find it's always good to inform citizens why you do things like that. Explain about city updates and such so they dont think you are arbitrarily making these decisions.
