We have an Imperial Tactical Center in our city, one step below Detachment, so you'd have to assume detachment HQ's would be allowed.

So thats a yes to factional HQ's being able to be placed within city limits?

I think he means: If your city is already established, may you zone a player to place a faction base (including Detachment HQ) within city limits, or was this allowance only to accomodate those who has already placed their bases prior to dropping the City Hall and incorporating into a city.


I was wondering this as well...

yeah I would like to know if they would inhibit your city from upgrading beyond a certain level. Would be nice if we could get an advanced player city guide that actually went in-depth on everything we can or cannot do with our cities instead of trial and error!!!!!

Yes.


You can place HQs inside city limits and you can place them so that the city will expand over them.


No, they do not inhibit city growth, but they are taxed under "property tax".
