We've been Tier IV since the first day it was available (our city was among the first push of player cities). We didnt have enough people to upgrade to Tier V until weeks later (mainly due to lack of need, since it unlocks a garden structure).

Upgrading finally this week, we get the message "You cannot upgrade to Tier V, that has been capped for this planet"

I do NOT see the need to put a cap on Tier V cities. If you already have a cap on Tier IV cities, why cap Tier V? So that everyone cant upgrade to Tier V and allow more Tier IV cities?

I dont see the reason for this cap, everyone who is tier IV or V shoudl be counted for the tier IV cap, NOT capping the tier V cities.
