What happens if the current Mayor quits the game?

It depends on how you quite the game.
The city hall is considered one of your structures. IF you delete your character, and then quite then all of your structures will get deleted, including city hall (which will result in the destruction of your city). This has been confirmed, sadly, on Chilastra.
If you simply cancel your account, it is likely that your buildings will stay around for a couple of months before poofing, giving your citizens time elect a new mayor. However, it may also put the city in a bugged state by giving them a bugged mayor. I haven't heard of this case, so I don't know what exactly will happen.
Bottom line, if you are planning to quit--get another mayor in there for the sake of your city.

If your mayor gets banned, then you are in luck, since SWG cannot delete a character on banned account, which means that the city will go on forever (if you donate enough maintenance, of course). It's kinda funny, to live in a city that is on "auto-run", as we call it.
Terminator and Matrix movies were true - machines will soon rule the world ...
