Is there any way to see the list of all characters that have been banned from a city?

It would be nice to know where we stand.

Not that I know of, but I think we need this functionality. Also, the mayor should be able to pardon from the city management terminal.

The mayor should be able to view and maintain ALL lists from the management terminal. Bans, militia, citizens, structures and ownership. It still bothers me after all this time that the Mayor doesn't know who owns a specific structure in a city. I do tax these people afterall, where does the check come from to pay the maintenance taxes? The tooth fairy?
