I am trying to find somewhere if there is a player city availability list. I want to see what places have cities available on Corbantis Server...

nope.. there isnt any tool and will display this.. all you can do.. is try to place a hall.. but you have to go throught the whole step... and on the last step it will try to place.. if fail.. you will get (cap has reach) etc
