I feel pretty safe is saying that the #1 feature of a player city is the shuttleport. By *FAR* the number one feature now that you have taken out /warn (rightfully so). So, if you dont like ghost citizens, then ya gotta make it unneeded to have a ghost citizen. I say un-needed because player cities "need" a shuttleport.

  • Player city shuttleport will show up on the planetary map, but only so people can verify if there is one

  • You canNOT buy a ticket to any player city shuttleport, except as noted below

  • Remove the shuttle cap, everyone can have a "new" shuttlport, see below

  • Tie the ability to have a shuttle to the Mayors Skill level (making a Mayor more than a skill-point sink)

    • The MAYOR gets a cut of the shuttle fee's as well as the city, 50%-50%? (gives the Mayor the ability to make their own money from within their profession

  • Tickets to and from the Player City Shuttleport can only be bought from that specific Player City Shuttleport.

    • Tickets where the destination is that specific cityare multi-city tickets. They can be used at ANY shuttle/Starport on that Planet to travel to the Player City

So for Example:

Naboo is the location of our city, Jaxian Bay. Our Mayor has the appropriate skill to have a Shuttleport. Luke is sitting in Deja Peak, and wants to fly into Jaxian Bay on our shuttleport. He does not have a ticket to fly to Jaxian Bay. He checks the Bazaar and does not see anyone selling tickets to Jaxian Bay. So he flies into Theed, hops on his Bike, and rides out to Jaxian Bay. Once there, he does his shopping, and finishes up by going to the Shuttleport. He buys 20 "Destination:Jaxian Bay"tickets where the Orgin city is ANYWHERE ON NABOOand the Destination is Jaxian Bay. He then buys a ticket from Jaxian Bay to the Deeja Peak Starport and flies out. Once in Deeja Peak, he lists 19 of the Destination:Jaxian Bay shuttle tickets on the bazaar for twice the cost he bought them at. Over the next couple days, those tickets are bought by other people who did not have a ticket to fly into Jaxian Bay.

This has a couple nice benfits. It gives Mayors SOMETHING worthwhile, it provides a market for "Travel Agents", it allows any city with a Mayor of the right skill level to have a shuttleport (even an Outpost).

hmm its a nice idea the only problem is it will encourage lots of small settlements rather than getting people together in larger groups to which the current system requires you to do in order to maintain a shuttleport which means an even further cluttered planet map which none of us really wants

Yes, you know I'm almost positive that people will want to bike out 9km from Nym's just to buy 20 tickets for my city...

So you basically remove the purpose of a shuttleport? In order to shuttle to a town to do some shopping in their merchant district you now have to drive over there. Well if you are just planning on shopping and likely never returning (unless spur of the moment) then what is the point of even having a shuttleport? It will only help your citizens, which in and of itself isn't that bad, at the cost of just about everyone else. So put tickets on the bazaar and attract customers Mr Mayor, you say? Well I'd have to do about 10 tickets minimum to each starport world, make a deal with other politicians to buy a bunch and keep a vendor stocked in their towns to help travel. All in all this is just making a large hassle.

Plus you're preventing new politicians from facing off against the incumbent. A vote for ___ is a vote against travel.

I like idea that buying a ticket from a player city shuttleport acting as a multi-city ticket, but you should still be able to buy a travel ticket to that city from anywhere. It doesn't make sense not to and would hurt cities more than help them.

And big No to removing the shuttle cap. I don't want there to be a shuttle every 1 or 2km on a planet. It's bad enough that many cities are within 2km of NPC cities. You don't need shuttleports showing up on the planetary map, you can already check to see if a city has a shuttleport through using the ticket terminal.

The devs will be addressing "ghosts" soon by removing citizens who haven't been online forabout 3 weeks. True, that does not address why cities use ghosts (to artificially increase their citizenship to advance in rank), but it's a start to curb this activity.
