Or rather, how they don't. This is the tale of Naboo on Bria...

When they raised the cap to allow ten new cities, we ended up with eleven. This wasn't too big an issue, but was evidently a mistake... the really fun bugs came this update.

One of the first ten cities fell, leaving a space free. The five cities locked at level three all update at the same time... so technically it should have picked one of the ones ready to advance. There have been a lot of theories on how this would be done, but none of those seem to be correct. What it actually did is to upgrade everyone that had the numbers to rank four.

It also doesn't add up rank three, four and five, to see if it has enough rank three and above. It only seems to count the rank threes, as the spaces left by the rank four advancements are now filled by new rank three cities. We now have abouttwelve rank four cities, and about four new rank three cities. There are currently eighteen on the map, but it is only the day after update. There might be more hidden somewhere.

This isn't a complaint obviously... but there is clearly something not working properly here. I don't know how widespread this is, or if the caps work properly on other planets/servers?

A simple solution to the rank cap hassle? Do away with them or soe needs to make a restriction on citys close to the major city's so that those thatare4-6k meters away have a chance at a shuttle port. where as one less than or up to 3k dont take up all the shuttleports (rank 4) and leave the rest of us out in the middle of no where with nothing within sane walking or riding distance.

I am in the same situation as a lot of you. My city has hit the cap at level 3. But I knew this well in advance that this could happen. You should be glad that you have a city at all. I made the the city and still am working to make it better. I have areas set up in case the caps get lifted or a city dies so that I can drop the shuttle.
