This idea just occured to me... can you put gardens on the top of naboo and generic and corellian guild halls? That balcony is considered outside, and would probably fit a small garden. Can someone go try this out and report back?
EDIT: Ok gardens wont work because their deeds, but wouldnt fountains, streetlamps and statues work?

Fountains and stuff can be put on top of them by the mayor. Gardens cant.

What about furniture and statues. It would really be nice if we could place those on top of pa halls, balconies and porches as mayors.

I threw streetlamps on top of my PA Hall[Tatooine].
When I tried to do statues I got a "This placement would put the statue to close to the structure 'A PA Hall'", or something.
The thing is since it's outside you have to do "Place Decoration", can't do "drop". This is one of the main Architecht complaints, that the balconies of their buildings cannot be decorated.
And since statues complain about being too close to other structures... Which I suppose makes sense, could easily be used for griefing[Though the power to drop statues lies with an elected official?].
So, what you CAN drop on a roof is whatever doesn't complain about being too close to a structure. Streetlamps... I've dropped a few Skill Trainers on the roof of my PA Hall, and I imagine you could possibly drop a Mission Terminal... assuming it doesn't sink through down to ground level...
