I do not understand the question.. you want to report TO a CSR regarding your city?
or you want to REPORT A CSR for the stuff they did to your city?
You can only have one open ticket via ticket at any one time

I want to report that I didnt get any xp for the update whats a csr and how do you report it?

ahh.. you can open up a ticket via in-game.. there is a "hand icon" on your lower right corner. click on it.. and then choose customer service (2nd button) and then you can choose new ticket (as long you don't have any open at this time) then choose player cities and I think there is another option for XP or skills...
describe everything what is going on like... how many people you have when you win... what level is your city... coordinate of your city (so they can verify via terminal or something) and how much exp are you suppose to be getting...
after a review they (the csr) usually reimburse your exp..
