To be a poitician do I need to found my city? I don't have anyone to found a city with.....

Well it depends on the mayor. There are a few out there that like the idea of slash and burn politiking. But if you find someone willing to let a little competition brew in their burb. (I would but since we're still an outpost it would be pointless you'd hardly have a chance at getting any good xp even if you won)
You just need to be on the ballot and get 100xp per vote. Since being a mayor more or less just means you get a rare master badge and the opulent job of urban planning/decorating civic structures I would't be surprised if you could find a few mayors that would want to hand over reign of their town.

hehe.. there are several mayors that post on this forum wanting out.. due to whatever reasons.. main one being a "boring" job per se.. hehe
ask around.. I'm sure you can find some city to run in.
