What Tier city is it? 3 (Township), Manufacturing Center -- 42 citizens as of last night

Other info: Although the founding guild, ArtX, is by far the largest guild in the city, membership is NOT required. In fact I encourage all new citizens to keep or make new guild alliences as this would make for a more varied city.
Also of note: Although we are neutral we do not ask citizens about their faction choices. What they choose to do in their 'private' lives is their own business (oooo roleplaying). The militia members have sworn to not ban anyone based on faction, only those who are distrubing the peace. To date, no one has been banned.
