The problem is that so far, all of the suggestions made in here have all involved some form of drastic action that adversely affects a player (namely the deletion of items and property- which SOE are not going to do in a pink fit
).
WellI'd like to propose another solution to this nagging problem that is affecting all Mayors (big and small).....
Allow us the ability to be able to warp a house outside of the (current)zone of the city +1.
The way it would work is this. A resident leaves the city, leaves the game or is done in by the 6 week rule. Instead of just deleting it and all their items, the Mayor can click on the name of the house, up pops the radial dial and you select "move house from city zone". The house and all of its contents are then transported to a location outside of the city zone to a randomarea nearby that will not place it in the city zone - but allowing for future growth (ie, to a location outisde the city assuming the city was one size larger than it currently is). The owner of the house is automatically sent an email saying "your house has been removed for the city of Blah, to the location 1234 / 5678. Have a nice day" - or words to that effect.
You could have it so that it can't be warped to another cities buildzone, to an unbuildable area (like the sea, a river or the side of a cliff) or to a static spawn site / POI.
If the player returns to game in the meantime, they can either arrange to move back within the city zone, or can move off somewhere else of their own free will. If they don't return or don't care, the house decays normally, completely inoffensive to all and sundry.
The city thus gets valuable real estate back, and the player who is affected looses nothing except the loss of a nice location.
To prevent griefing, the player must not be a resident of the city, nor have logged in within the terms of the 6 week rule (assuming that its fixed and not in its currently bugged state).
You could even modify it so that a Mayor who recruits another player to join them, could (once permission is enabled by the prospective resident) "warp" that persons house into the city zone - saving valuable playing time, credits and hastles.
Nice, simple and easy to manage in my eyes.
