1.A citizen's only shop. I am trying this on my server but it gets complicated. I have to charge an entrance and then add every citizen to the entry list so they don't get charged a fee upon entering. So, why not give mayors the ability to make a citizen only shop, perhaps a new small building or tent or something.

2. A way to check on who actually lives in the city and remove names from the citizen list.

3. A way to check maint on player owned houses.

4. A non-build feature to block unwanted houses in certain areas.

5. The ability to flatten land

6.Add a'rotate' feature to city buildings so you don't need to destroy them just to turn them around.

7. A way to see who owns what buildings and houses

8. Add a non-citizen property tax.

9. something to enforce the laws of the city, like banning them from specific civic services (choosen by mayor or militia)

10. some way to deal with unwanted houses: by redeeding them and sending them to a vendor in the city hall, where only the ownercan get the deed back (if the inventory of the owner is full). Also all the items in the house are sended to the vendor. Maybe put in a warning system so that the owner is warned when a mayor has dicided to redeed the house, and give the owner 2 weeks time to redeed it by himself (also give him 2 weeks time to get an opponent for the mayor and try to vote him out ). If a new mayor is choosen all timers will be stopped.

11. some way to effectively defend there city from unwanted guest, maybe put a wall around the city at a certain rank and charge entree fees for the non-citizens that want to pass through or get to the vendors inside the city limit. All fees goes to the city treasure.

12. some tool to overview the city layout. Maybe even enchance the non-building zones to lots where you can choose to put a certain building. Like you devide you town grounds so that only small houses can be build, or where large ones can be placed. Also with the entrance. This way you can assure no-one can misplace a house when he get zoning rights. Perhaps make zoning rights only apply to a specific lot in the city map.

The lack of those two has definitely driven me nuts sometimes.

1 - Use a small house, set it to private and place everyone in the city on the entry list.

2 - You can check who lives in your city using the Citizen Report on the city management terminal. Removal of a citizen - I see all types of grief in this power.

3 - I wouldn't want anyone to check the maintenance on my house and I am assuming no one else would. Why should a mayor be given this ability? How does knowing how much maintenance is on a citizen's house a mayorial duty?

4 - Enable zoning rights

5 - I agree here but after I had this explained to me what needed to be done for this to occur, don't hold your breath.

6 - This I can agree with. I've gotten lucky on everything I placed except one, though it is minor, it still bugs me.

7 - Again, why? Ask your citizens to name their houses with their names. I know where each resident lives because I make an effort to get to know each citizen as much as possible.

8 - I disagree with this. I see potential grief with this. If you have unwanted structures in your town, raise property taxes to 50% and reimburse your citizens each week of the property taxes that they paid. A bit more work, but then no one is specifically being targeted for the taxes. Bit more work, but it works.

9 - /cityban. if you want them out of the cantinas or hospital, have them placed on the Ban list.

10 - I would like to see something done about unwanted houses, especially from those that are a results from the inactivity rule. I'm not sure I agree with all your argument here, specifically allowing a mayor to have the ability to redeed a house, though resident can get it back with no problems. Maybe if a person was declare a non-resident by the inactivity rule, their house is automatically moved outside the city limits by 55 meters.

11 - Interesting idea. Maybe give smugglers the ability to smuggle people into your city without paying the entrance fee. Interesting concept for the game.

12 - Interesting, a zoning feature. Never had the problem. I place all smalls and mediums in the Commune and then do the /transferstructure command. That way all these structures are where I want them. For large houses, I carefully explain the layout and new residents are willing to place according to that idea. All factories are placed outside the town limits.
